In a case where International Paper Co. and Waste Management allege that Harris County’s use of contingent fee attorneys to sue them in an environmental clean-up case violates the U.S. Constitution, the 1st Court rejected the defendants’ argument, blessed the contingent-fee contract and dismissed the appeal, in one of the most comprehensive Texas decisions on the issue in years.
