A mother and her daughter have filed a civil lawsuit against a state district judge, alleging he was negligent in failing to report the girl’s outcry of sexual abuse by a registered sex offender to the police — an abuser who they allege later pleaded guilty to further assaulting the girl and murdering her step-grandmother.
